The role of the Law Enforcement Co-operation Working Group

The Law Enforcement Co-operation working group (LECWG) is chaired by the CEOP Centre and the Italian National Postal and Communication Police. This working group is currently represented by organisations from seven European countries and are responsible for identifying intelligence gaps, defining effective disruption strategies, identifying investigative best practice and they also have a formalised tasking process in place for joint operational activity. They are continuing to attract new members from law enforcement agencies across Europe.

Terms of Reference

Aims

  1. Key deliverable under the EFC: Manual of “Best Practice” for investigations into commercial child abuse websites.
  2. Create a Tactical Tasking and Coordination Group (TTCG) within the LECWG in relation to operational activity.
  3. Gather intelligence in relation to commercial child abuse websites and provide input towards an “intelligence analysis and intelligence gaps” document.
  4. Develop intelligence and coordinate operational activity into commercial child abuse websites.
  5. Develop strategies for the disruption of commercial child abuse websites.
  6. Ensure all the above activity develops the knowledge and understanding for relevant EFC partners.
  7. Ensure all the above activity follows the principles and documentation of the National Intelligence Model (NIM) (as agreed by the EFC Steering Group).
  8. Actively seek and encourage participation of EU Member States Law Enforcement partners and other organisations relevant to this working group.
  9. Strengthen and expand the level of intelligence, operational and evidential liaison between member states.

Scope

The Law Enforcement Co-operation Working Group will produce a Best Practice document (or “manual”) for Law Enforcement Agencies investigating commercial child abuse websites with specific focus on financial investigations.

Methodology

The Law Enforcement Co-operation Working Group meet at regular intervals (currently every two months, but subject to review) to discuss relevant issues, determine work products and timeframes to be delivered, to apportion responsibility for delivery of those work products and to report back to the EFC Secretariat and Steering Group.
