The Payment Systems Monitoring and Detection Working Group

This group is co-chaired by VISA Europe and MasterCard and includes representatives from a number of key payment processing organisations. This working group is responsible for identifying best practice within the financial industry across Europe, ensuring that policies and procedures are in place to prevent organisers from utilising the payment systems. The group are also looking to identify how to improve relations and information exchange between the financial industry and law enforcement.

Aims

  1. Identify the payment mechanisms used (directly and indirectly) to finance and facilitate the commercial exploitation and abuse of children.
  2. Identify how to improve co-operation between payment system players and law enforcement.
  3. Establish best practices for players within the payment system.

Scope

The PIWG has established the following work products to be delivered to the EFC Steering Group:

  1. Best Practice document
  2. Guidance model for establishing national / regional ‘financial coalitions’

Methodology

The Payment Systems Monitoring and Detection Working Group will meet at regularly intervals (currently monthly, but subject to review) to discuss relevant issues, determine work products and timeframes to be delivered, to apportion responsibility for delivery of those work products and to report back to the EFC Steering Council.

  1. Currently the Payment Systems Monitoring and Detection Working Group consists of representatives from Visa Europe, Paypal and MasterCard. It is desirable to increase the population of the working group, to include representatives from the banking community (Issuer and Acquirer) and the ‘alternate payment’ community. In addition, a representative from the Law Enforcement Co-operation Working Group will attend on occasion to ensure close harmony between these two groups. A reciprocal arrangement with the Law Enforcement Co-operation Working Group could be facilitated if required – as well as with other groups.
